I've lived in Chuck's Mobile Home Park for 10 years and it's pretty much always been quiet and peaceful. Sure there have been disturbances here and there, but rest assured, the landlord does not put up with any junk? If anyone gets evicted, it's because they have done something to get themselves thrown out, as I see it. And if anybody's lot is "trashy", seems to me it's because the renter themselves have left trash laying in their own yard or have left their own yard unkempt, grass not cut, etc. If this occurs, it won't be long until the landlord lets that tenant know that they need to get the grass cut or get trash picked up, or posts a note to everyone's door reminding of our responsibilities as tenants. All of us, I would think, have signed off saying that we will abide by the Park rules.
