Charter Oaks Manufactured Home Community Introduce
For many of us living in Pennsylvania, and particularly in the dynamic Pittsburgh region, finding housing that combines affordability with comfort and community can be a significant challenge in today’s market. Traditional homeownership might feel out of reach, and rental options can sometimes lack the sense of stability and belonging that many desire. This is where manufactured home communities like Charter Oaks Manufactured Home Community step in, offering a compelling alternative for individuals and families seeking quality, accessible living in a convenient location. Located at 100 Pleasant Hills Blvd, Pittsburgh, PA, Charter Oaks aims to provide an intimate and affordable community experience right in the heart of gorgeous Pittsburgh.
Charter Oaks Manufactured Home Community is positioned as an all-age community, inviting residents from all walks of life to experience comfortable and affordable living. Spread across 9.75 scenic acres and featuring 86 well-appointed sites, it offers a cozy and inviting atmosphere. While one review mentions a less-than-ideal experience with a property manager, and another touches on the affordability for RV parking (which isn't its primary function), the overall concept of manufactured home communities like Charter Oaks is to provide a viable path to homeownership or stable long-term residency in a managed environment. For those of us in the Pittsburgh area, it represents an opportunity to find a place that can feel like home, with the potential for community interaction and a manageable cost of living. It's a different approach to housing that prioritizes accessibility and a sense of neighborhood, aiming to offer a quality living experience without the typical burdens of traditional home buying.
Charter Oaks Manufactured Home Community is located at 100 Pleasant Hills Blvd, Pittsburgh, PA 15236, USA. This address places it in the Pleasant Hills area, a well-established suburb within the greater Pittsburgh metropolitan region. Its location offers a balance between suburban tranquility and convenient access to the amenities and opportunities of the city.
Pleasant Hills is situated south of downtown Pittsburgh, providing relatively straightforward accessibility to the city center and surrounding areas. For those traveling by car, major roadways like PA Route 51 (Saw Mill Run Boulevard) are easily accessible, offering direct routes into downtown Pittsburgh and connections to other major highways such as I-376 and I-79. The drive to downtown Pittsburgh is typically around 7.1 miles, which, depending on traffic, can be a manageable commute for work or leisure. The community's location is generally considered "car-dependent" with a "Walk Score®" of 34/100, meaning residents would likely rely on personal vehicles for most errands. However, there is "some transit" with a "Transit Score®" of 44/100, indicating that public transportation options, such as bus routes (e.g., 51, 53, 53L, 55, 59, Y1, Y46, Y47, Y49), are available within reasonable proximity, connecting residents to various parts of the city. This blend of suburban peace and urban access makes Charter Oaks an appealing choice for those who want a quieter residential setting without sacrificing convenience to Pittsburgh’s many offerings, including shopping centers, groceries, restaurants, and parks.
Charter Oaks Manufactured Home Community, like other well-managed communities of its kind, typically offers a range of services designed to provide a comfortable and convenient living environment for its residents. While specific detailed service lists can vary and are often best confirmed directly with the management, based on common practices for manufactured home communities and available information, residents can generally expect:
- Lot Leases: Residents typically own their manufactured home but lease the land it sits on. This model often provides a more affordable entry point to homeownership.
- Professional Management: The community is professionally managed. This usually entails overseeing community rules, maintaining common areas, and assisting residents with concerns. (Note: One customer review expressed dissatisfaction with a property manager, which is an important consideration for potential residents.)
- Off-Street Parking: Residents typically have designated off-street parking for their vehicles right at their home site.
- Curbside Trash Pickup: A common service in manufactured home communities, providing convenient waste disposal for residents.
- Utility Connections: Home sites are equipped with necessary utility connections for water, sewer, and electricity.
- Pet-Friendly Policy: Many manufactured home communities are pet-friendly, allowing residents to live with their beloved pets, often with certain restrictions (e.g., breed or weight limits) and associated deposits/fees.
- Online Payments: Modern communities often offer the convenience of online rent payments and potentially other online services.
- Basic Cable TV & Internet (Potentially): Some communities include or facilitate access to basic services like Dish Network TV and fiber optic internet, as noted in information for similar communities under the same management umbrella (e.g., Pleasant Heights, an IMPACT Communities property which shares some management characteristics with Clear View Communities). This would be a significant added value.
For the most precise and current information on services offered and any associated fees, contacting Charter Oaks Manufactured Home Community directly is always the best approach.
Charter Oaks Manufactured Home Community distinguishes itself with several features and highlights that contribute to its appeal as a residential option in the Pittsburgh area:
- Affordable Living: A primary highlight is the focus on providing quality housing at affordable prices, making homeownership or long-term stable residency more accessible in the competitive Pittsburgh housing market. Homes often range from 1,190 to 1,667 sq ft with 3 bedrooms, offering spacious layouts at a competitive price point.
- All-Age Community: Unlike 55+ communities, Charter Oaks welcomes residents of all ages, fostering a diverse and inclusive neighborhood environment suitable for families, young professionals, and retirees alike. This "intimate and affordable community" is designed for "residents of all ages."
- Intimate Community Size: With 86 well-appointed sites spread across 9.75 scenic acres, Charter Oaks offers a more intimate and less sprawling feel compared to very large communities. This can contribute to a closer-knit neighborhood atmosphere.
- Variety of Homes: The community offers new and pre-owned manufactured homes, including models like the 2024 Colony Beacon double-wide home, often featuring modern designs, spacious floorplans, upgraded kitchens, and essential appliances (washer, dryer, dishwasher, gas stove).
- Professionally Managed: The community benefits from professional management, aiming for well-maintained common areas and a structured living environment. (While a review highlighted issues with a specific manager, the intent is professional oversight.)
- Scenic and Green Environment: The 9.75 acres and presence of "mature trees" suggest a pleasant, green setting that provides a more natural and appealing backdrop than dense urban areas.
- Convenient Pittsburgh Proximity: Its location in Pleasant Hills offers the best of both worlds – a quieter suburban setting with easy driving and public transit access to downtown Pittsburgh, major shopping centers, groceries (at least 6 nearby), and a variety of restaurants (at least 26 nearby). There's also at least 1 park nearby for recreation.
- Pet-Friendly: For many Pennsylvanians, being able to live with their pets is a non-negotiable. Charter Oaks' pet-friendly policy (with typical restrictions) is a significant highlight.
For manufactured home communities like Charter Oaks, "promotions or special offers" typically revolve around move-in incentives, financing assistance, or attractive pricing on new homes. They are less about seasonal discounts on "stays" and more about facilitating a smooth transition into homeownership within the community. While specific, current offers for Charter Oaks Manufactured Home Community would need to be confirmed directly with their sales or management team, here are common types of promotions one might encounter:
- New Home Specials: Discounts or special pricing on newly installed manufactured homes available for purchase within the community. This might include bundled appliance packages or upgrades.
- Financing Assistance: Partnerships with lenders specializing in manufactured home loans, potentially offering attractive rates or guidance on financing options. Some listings explicitly mention "available financing options."
- Move-In Incentives: This could include reduced or waived application fees, a period of free or reduced lot rent, or assistance with relocation costs for those moving their existing manufactured home to the community (if allowed).
- Referral Programs: Existing residents might receive a benefit for referring new residents who successfully move into the community.
- Special Programs for Specific Home Models: Promotions might be tied to specific home models or manufacturers, such as "Colony Beacon" homes mentioned in some property listings.

Charter Oaks Manufactured Home Community Reviews
Kelly Thomas who is the property manager of K.Thomas Property Management is the worst person to deal with. She pretends she does not know what a closed question means and does not see important emails. Sent an important CLOSED QUESTION email to her on Friday at 2pm and did got get back to me until Monday. Still answering as if I asked an open question with her fake sweet monotone voice (Like doing a commercial) as if I miss understood her again. WHAT a GASLIGHTER! If you like dealing with FAKE PEOPLE, who are never wrong, that are masters of gaslighting and cannot give you a straight answer with a closed question then this is the place to be! ME, I like peace at my home.
