West Coast Mobile Home Parks, Inc Introduce
For many Californians, particularly in the high-cost-of-living areas like the San Francisco Bay Area, finding stable and affordable housing is an ongoing challenge. Manufactured home communities, often referred to as mobile home parks, can sometimes present a more accessible pathway to homeownership or long-term rental, offering a distinct living experience. Today, we're examining West Coast Mobile Home Parks, Inc., an entity that operates numerous such communities across California and other Western states. While their corporate office is located in San Mateo, this article aims to provide a factual and comprehensive overview of their operations from the perspective of a local Californian, drawing on available public data and resident feedback to offer insights into what it might be like to live in one of their managed properties.
West Coast Mobile Home Parks, Inc. functions as a licensed broker and operator of RV and mobile home parks, not a single residential park at the San Mateo address itself. Their role is to manage and oversee a portfolio of properties across multiple states, including California, Oregon, Nevada, Arizona, New Mexico, and Washington. For a prospective or current resident in one of their California-managed parks, understanding this corporate structure is important. It means that while the San Mateo address serves as their central office for operations and management, the day-to-day living experience would occur at the specific mobile home park property itself. The quality of living in a mobile home community is heavily influenced by park management, adherence to state laws (like California's Mobilehome Residency Law), and the maintenance of shared infrastructure. This overview will explore the general services and features common to mobile home parks under such management, while also acknowledging the critical resident feedback that often shapes the perception of such operations.
The corporate office of West Coast Mobile Home Parks, Inc. is located at 1700 S El Camino Real # 404, San Mateo, CA 94402, USA. This address places it in the vibrant city of San Mateo, a key part of the Peninsula region of the San Francisco Bay Area. San Mateo is a well-established city known for its diverse economy, strong job market, and convenient access to Silicon Valley and San Francisco.
From a Californian's perspective, the accessibility of this corporate office is excellent. San Mateo is directly on El Camino Real, a major thoroughfare, and is easily accessible from U.S. Route 101 and Interstate 280, connecting it to the entire Bay Area. While this address is not a residential park itself, its central location indicates a base of operations well-connected to the many communities they manage throughout California. For residents of West Coast-managed parks, the ease of reaching their corporate office (should they need to address high-level concerns that local park management cannot resolve) is a benefit. San Mateo itself offers a wide array of amenities, including shopping centers, diverse dining options, parks, and public transit, which reflects the kind of urban access that many mobile home parks in California strive to offer their residents, even if located in quieter suburban pockets.
As a company that manages and operates mobile home parks, West Coast Mobile Home Parks, Inc. would be responsible for ensuring a range of services are provided to residents within the communities they oversee. Based on general practices for mobile home parks in California, these services typically include:
- Lot Rentals: Facilitating the leasing of individual spaces within the parks to homeowners.
- Utility Management: Overseeing the provision of essential utilities (water, sewer, electricity, gas) to the individual lots. In some cases, as highlighted by public utility programs in California, parks may be converting from master-metered systems to direct utility billing for residents, which West Coast Mobile Home Parks, Inc. would manage for their properties.
- Property Management: This is a core service, involving the day-to-day operation of the parks, rent collection, enforcement of park rules, and addressing resident concerns. However, some reviews indicate significant dissatisfaction with the responsiveness and professionalism of individual park managers under their umbrella.
- Common Area Maintenance: Responsible for the upkeep of shared infrastructure and amenities within the park, such as roads, landscaping, and communal facilities like clubhouses or pools (if present). Some reviews, however, suggest serious deficiencies in this area, including issues with sewage, water quality, electrical systems, and road conditions in certain parks.
- Rule Enforcement: Establishing and enforcing park rules and regulations, as per California's Mobilehome Residency Law. Resident reviews indicate this can be a point of contention, with concerns about arbitrary enforcement and privacy.
- Lease Agreements: Drafting and managing lease agreements with residents, including terms related to rent increases and property sales. Reviews highlight concerns about "yearly rate increases" and conditions placed on home sales.
The features and highlights of mobile home parks managed by West Coast Mobile Home Parks, Inc. are subject to significant variation across their portfolio, and the provided reviews reveal a complex picture. Here are some points to consider:
- Extensive Portfolio: West Coast Mobile Home Parks, Inc. has been in the park business for over 35 years and owns/operates properties across multiple Western states, suggesting a wide reach and significant experience in the industry. They are a large-scale operator, which can bring both efficiencies and challenges in oversight.
- Controversial Rent Practices: A recurring and significant highlight (or lowlight, depending on perspective) from reviews is the accusation of annual rent increases, described as high ("raises the rent 10% every year") and predatory, allegedly "pricing us out of our homes." This is a critical concern for affordability and long-term residency.
- Challenges with Home Sales: Reviews claim that the company makes it difficult to sell homes by requiring potential buyers to sign leases agreeing to yearly rate increases, which some interpret as a tactic to devalue homes and allow the company to "steal" them from low-income families.
- Management Professionalism and Accessibility (Varies Widely): While a company profile might suggest professionalism, specific reviews describe individual park managers as "rude," "non existent," "inconsistent," and prone to "throwing tantrums." This indicates a potential disconnect between corporate standards and on-the-ground management quality, with serious allegations of misrepresentation and privacy violations.
- Severe Maintenance and Safety Concerns (Specific Parks): Reviews mention dire conditions in at least one specific park ("The Prospect Mobile Home Park"), including "cockroach, rat, infested dirty park," "sewage spills," "contaminated, discolored, rusty, dirty and odorous water," "inadequate power" with "exposed or inadequately covered electrical wires," "potholes, cracks, bumps, and depressions" on streets, and a "filthy and poorly maintained" swimming pool. These are extremely serious allegations impacting health and safety.
- Security Concerns: Despite claims of background checks, a review raises severe concerns about resident safety, mentioning "child sex offenders around" and advising residents to "Stay strapped at this place and install cameras." This directly contradicts the expectation of a safe living environment.
- Allegations of Financial Irregularities: One review details concerns about "misrepresented the park as able to take section 8 vouchers," "handed us reciepts on a West coast deposit slip with privite banking information for this company. Has taken money's and then listed other lessor amounts to the company." This suggests potential financial improprieties.

Given the highly critical nature of the provided reviews, prospective residents or those with grievances are strongly advised to approach contact with thorough documentation and to consider seeking legal counsel if issues persist. Concerns regarding specific park conditions should be directed to the relevant California state authorities overseeing mobile home parks (e.g., California Department of Housing and Community Development).
In conclusion, West Coast Mobile Home Parks, Inc. operates a significant number of manufactured home and RV parks across several Western states, including California, from its San Mateo corporate office. While mobile home parks can offer a viable and affordable housing solution for Californians, particularly in a challenging real estate market, the provided customer reviews concerning properties managed by this entity raise extremely serious and widespread concerns. Allegations of aggressive rent increases, difficulties in home sales, highly unprofessional and unresponsive local park management, severe and ongoing maintenance failures (including critical health and safety hazards like sewage spills, contaminated water, and electrical issues), and alarming security deficiencies paint a picture of significant dissatisfaction. For locals in California considering residency in a park managed by West Coast Mobile Home Parks, Inc., it is imperative to conduct exhaustive due diligence. This includes a thorough on-site inspection of the specific property, direct conversations with current residents, a detailed review of all lease agreements, and an understanding of tenant rights under California's Mobilehome Residency Law. Based on the provided feedback, potential residents should proceed with extreme caution and be prepared to address a range of significant challenges, as the overall suitability of their managed communities for a comfortable and secure living environment appears to be heavily compromised according to these resident accounts.

He is a shark!! He raises the rent 10% every year and thus pricing us out of our homes.. I paid off a 15 year mortgage only for this guy to pull the rug out from under us. Now I can't even sell my home because he has set it up to where potential buyers must sign a lease agreeing to yearly rate increases. Basically he is stealing the homes of low income families. He is a shark beware! Also read RIP OFF report! He has been committing extortion for years!
Sep 06, 2018 · KDA GAMESWe purchased a mobile home from a 90 year old couple in The Prospect Mobile Home Park / West Coast mobile Parks. The purchase was from a a Private seller and my good friend. The Manager Angelina Ibuido has misrepresented the park as able to take section 8 vouchers, but yet is listed as a equal housing park on the website, has handed us reciets on a West coast deposit slip with privite banking information for this company. Has taken money's and then listed other lessor amounts to the company. Doesn't akolage us as the New owners and has share all our privacy matter's with neighbors. Comes to the park and posts here at night, throughing tamtrems. I have Ring camera which is linked on line and is available for the authority's police station and such , I just want to move my trailer from this cockroach, rat, infested dirty park ASAP. Ibuido has been non existent for quite sometime and is sending past due notices with all different amounts to the previous owner. I would like to get a real amount from the West Coast President, Richard Delany to get this matter addressed. Ibuido has been a very inconsistent person to get anything accomplished and I will file the matter with Bernillo County Sheriff Civil today. I have begun the paperwork for a order of protection for Ibuido. The Are NO Eviction due Convict 19 starring today March 21 2020 I will include the two neighbors Ibuido has been speaking to the Right to privacy and will be speaking to my attorney. Mar 21, 2020 · Timo GallegosBEWARE - West Coast Mobile Home Parks, Inc out of CA has spread their greedy toxic corruption into WA state (and probably other states), causing senior parks and family parks much distress and some losing their homes they can no longer afford the over inflated rent. They have and still are violating WA state laws regarding the landlord/tenant acts by illegally increasing rent and trying to force tenants into signing an illegal addendums to yearly leases or changing the wording on yearly leases. They are trying to make tenants pay much higher rent, plus pay for services separately that were previously included as part of the tenants base rent amount prior to West Coast Mobile Home Parks taking over parks as the management company. West Coast Mobile Home Parks, Inc., has numerous complaints filed against them with the Attorney General's office and there are still open cases against them. Everyone should beware of this predatory company that takes over management of mobile home parks with alternative motives for the parks future.
Jun 20, 2020 · Kathy WilkinsonThis guy is buying parks and then raises the rent 10% every year and thus pricing us out of our homes. I suppose he has decided he only wants rich tenants. Goodbye to the American dream for the low income. I paid off a 15 year mortgage only for this guy to pull the rug out from under us. He is a shark beware!
Feb 01, 2018 · S KTerrible place to live. The manor Paula/Brenda is undocumented and harasses the majority of the tenants. Her and her husband Armando. Rip tenants off and try to get them in trouble by ripping up the rent checks and charging late fees. Beware she does bite and doesn't speak English. ICE is coming her way. Believe it!
