Manufactured home communities typically offer a set of fundamental services to residents who own their homes but lease the lot. While the ideal provision of these services aims for resident satisfaction, based on the provided reviews for River Oaks Manufactured Home Community, there appear to be significant challenges and concerns regarding their consistent and quality delivery.
- Lot Rental: Residents own their manufactured homes and pay a monthly fee for the lease of the land their home occupies. This fee is meant to cover the use of the land and access to the park's infrastructure. However, a review mentions concerns about "what all the rent money goes to," implying dissatisfaction with the value received for rent paid.
- Community Management: A park manager or management team is typically responsible for daily operations, maintenance of common areas, and enforcement of park rules. The reviews, however, strongly criticize the management, stating "Worst management possible. Maria is awful" and describing actions that appear to be retaliatory ("sent maintenance back over to completely remove what was left of the bushes out of spite"). This indicates severe issues with management responsiveness and professionalism.
- Maintenance (of lots and park): The park management is generally responsible for maintaining common areas and enforcing rules regarding lot upkeep. However, the incident regarding rose bushes and the alleged removal "out of spite" points to problematic maintenance practices and communication with residents regarding their property.
- Utility Provision (Water Quality/Safety): Essential utilities like water are a fundamental service. A critical review states, "You’re supposed to wash your hands, dishes and take showers with this contaminated water. Issue has been not resolved in weeks. Not sure what all the rent money goes to. But definitely not towards the health or safety of their residents." This is a severe allegation concerning the safety and health of residents, directly impacting a core service.
- Health and Safety: Implicit in any residential community, ensuring the health and safety of residents is a critical responsibility. The review regarding "contaminated water" directly challenges the park's commitment to this fundamental aspect.
Based on the provided customer reviews, River Oaks Manufactured Home Community presents a concerning picture regarding its features and highlights, with significant negative feedback overshadowing any potential positives.
- Location in Kansas City, KS: The park's geographical location within Kansas City, Kansas, is an inherent feature. It offers access to urban amenities, employment, and services, which would typically be a highlight. However, this is largely overshadowed by internal park issues.
- Potential for Affordable Living (Implied): Manufactured home communities generally offer a more affordable housing option. While not explicitly stated as a highlight in reviews, this is a common draw for this type of housing.
- Management Issues (Significant Concern): The most prominent "feature," though negative, is the severe criticism of management: "Worst management possible. Maria is awful." This highlights a pervasive issue with leadership and resident relations.
- Retaliatory Actions (Major Concern): An explicit incident describes management allegedly tearing out residents' rose bushes and then completely removing them "out of spite" after a complaint. This points to a highly unprofessional and potentially vindictive approach to property management.
- Contaminated Water / Health and Safety (Critical Concern): A review alleges "contaminated water" that has "not been resolved in weeks," directly impacting the "health or safety of their residents." This is a fundamental and critical issue for any residential community.
- Lack of Investment in Resident Well-being (Concern): The sentiment "Not sure what all the rent money goes to. But definitely not towards the health or safety of their residents" suggests a perceived lack of reinvestment or care for the residents' living conditions.
- Negative Aesthetic Impact: The removal of bushes leaving the property "looking awful" indicates a disregard for the community's appearance and residents' pride in their homes.

River Oaks Manufactured Home Community in Kansas City, Kansas, presents a highly challenging and potentially unsuitable living environment for local Kansans, based on the severe concerns raised in resident feedback. While manufactured home communities can typically offer benefits like affordability and a sense of community, the provided reviews indicate that River Oaks appears to fall significantly short in delivering a safe, well-managed, and respectful living experience.
The only inherent suitability factor is its location within Kansas City, Kansas. This offers residents proximity to urban amenities, employment opportunities, and services available in a major metropolitan area. For those seeking housing within this specific geographical region and considering potentially lower housing costs associated with manufactured home living, the park's address might initially seem like an option.
However, this single positive is heavily overshadowed by multiple critical issues. The most alarming concern is the direct allegation of "contaminated water" that has been unresolved for weeks, directly impacting the "health or safety of their residents." This is a fundamental breach of responsibility for any residential property and should be a primary deterrent for prospective residents. No individual should have to compromise on basic health and safety for housing.
Furthermore, the consistent and strong criticism of "worst management possible," including claims of arbitrary actions like tearing out residents' property "out of spite" and a perceived lack of accountability regarding how "rent money goes to" the residents' well-being, paints a picture of a dysfunctional and potentially hostile living environment. Such management practices undermine any potential benefits of community living and create an atmosphere of constant conflict and disrespect.
The lack of resolution for serious issues and the apparent disregard for resident concerns, as implied by the unaddressed water contamination and retaliatory actions, suggest that residents may find themselves in a challenging situation with limited recourse.
In conclusion, while River Oaks Manufactured Home Community exists as a housing option in Kansas City, Kansas, the overwhelming negative feedback regarding management, property maintenance, and, most critically, the health and safety of its residents due to alleged contaminated water, makes it appear largely unsuitable for local Kansans. Prospective residents are strongly advised to exercise extreme caution, verify all claims independently, and seriously consider whether the potential affordability outweighs the significant risks and reported lack of basic living standards and respectful management. It is paramount for individuals to prioritize their health, safety, and well-being when choosing a home.

River Oaks Manufactured Home Community Reviews
Worst management possible. Maria is awful. Just got done watching them tear out our rose bushes, which they plan to charge us for. Absolutely ridiculous!Edit: After I posted this, the manager sent maintenance back over to completely remove what was left of the bushes (photo 2) out of spite. It left the property looking awful.

Feb 08, 2025 · Louis WongOffice only cares about their rent being on time and that’s it, some staff is rude when questioned..I paid $700 this month for lot rent. Ridiculous.Water is cut off all day 2-3 times per month..Streets are bad, yet they install a new trailer every week..I got my vehicle broken in to (attached pic) I do have a police report..I’ve reached out twice about low hanging branches hitting my roof, the first email was ignored, I waited a whole season to reach out again, then I was finally told I’d be out on a list for fall trim, never happened. Still damaging my roof..Anyways, worth looking around before pulling the trigger, you might find something cheaper with good service :)
May 19, 2025 · Aldair AgüeroWe are buying our home in this community. It’s a nice manufactured home community with privacy fence, gates, cameras, pool with code access, playground and grill area. We would love to see a dedicated community garden and a fenced dog park to play with our dogs. When we moved in, we were told they would be making a garden, but nothing has happened yet. We know what they will need to prepare the ground, and they will need to make some arrangements to get it done. Gardening can be done almost year round for some things. With the high cost of healthy foods, we would love to help design a large community garden for everyone to benefit!
Oct 22, 2024 · Kimberly D GomezWe have lived here since the beginning of the year and we love it here. Management is awesome and our neighbors are amazing!!The one negative is there are times when we have no water. There are weeks and months when they turn it off every day. One night, when we were both gone all day and we came back (11 pm) and there was still no water. Went to bed without water. I think that it was back on when we got up. But over all, everyone is great here. I really like it here. It is well kept and kept clean. I feel safe and love the environment. The kids playing and being kids is a positive. I love it!!
