The water is off constantly here—seems like a regular issue with no urgency to fix it. I always clean up after my dog, yet the community turns a blind eye to all the cats using the bathroom everywhere. There’s cat poop all over the place, including where kids should be able to play (aka the little bit of yard you do get), and no one cleans it up. The cats also scratch cars, climb all over and under homes, and the smell of ammonia hits you as soon as you step outside. It’s frustrating that no one sees this as a problem, but heaven forbid your dog isn’t on a supervised leash or you miss picking up after them—then it’s a big deal. Total double standard and poor management of the property. I tried addressing my concerns to no avail. Maybe this will help draw attention to the issue. FYI the lot rent has increased tremendously and I'm not sure they plan on capping that anytime soon either... - Geoffrey Dixon

Introduction / Overview

Pinewood Manufactured Home Community, located in Ormond Beach, Florida, presents itself as a residential option for those seeking a manufactured home lifestyle in Volusia County. Like many communities of its kind, it typically operates on a lot-lease model, where residents own their homes but lease the land they sit on. Ormond Beach itself is known for its beautiful beaches, recreational opportunities, and a relaxed coastal atmosphere, often attracting those looking for a quieter pace of life while remaining close to larger amenities. However, resident reviews indicate that the experience at Pinewood Manufactured Home Community is highly varied, with significant concerns raised about management practices, park maintenance, and resident welfare, contrasting sharply with the typical expectations of a welcoming and well-maintained community. These strong negative sentiments suggest that potential residents need to proceed with extreme caution and thorough investigation.

Location and Accessibility

Pinewood Manufactured Home Community is located at 1300 Hand Ave F1, Ormond Beach, FL 32174, USA. This address places it within the city of Ormond Beach, which is part of the Daytona Beach metropolitan area in Volusia County, Florida. Ormond Beach is renowned for its scenic coastal beauty, including expansive sandy beaches, and offers a generally quieter residential environment compared to its more bustling neighbor, Daytona Beach.

The park's location on Hand Avenue provides residents with a degree of local accessibility. Within the immediate vicinity, residents can typically find various local conveniences, such as grocery stores, pharmacies, and some local dining options. Ormond Beach itself offers a range of services and amenities, including parks, public libraries, and local retail centers.

Furthermore, the community's position in Ormond Beach provides good regional accessibility. Residents are a relatively short drive from major roadways like US-1 and Interstate 95, facilitating travel both north and south along Florida's Atlantic coast. This connectivity allows for convenient commutes to larger employment hubs in Daytona Beach, as well as access to greater entertainment options, shopping malls, and healthcare facilities. The famous Daytona International Speedway, various golf courses, and cultural attractions are also within a reasonable driving distance. While the immediate surroundings might offer a quieter residential feel, the broader accessibility to the amenities and attractions of the Daytona Beach area contributes to the overall convenience of this location for Florida residents.

Services Offered

  • Lot Leasing: Pinewood Manufactured Home Community offers lot leases for residents who own their manufactured homes. Reviews indicate that "lot rent has increased tremendously" with no apparent cap on future increases, which is a significant financial consideration.
  • Water Utility: A major and recurring concern reported by residents is that "The water is off constantly here—seems like a regular issue with no urgency to fix it." This indicates unreliable access to a fundamental utility, which severely impacts daily living.
  • Pest Control and Common Area Maintenance: While a well-managed park typically ensures a clean and pest-free environment, resident reviews allege a severe lack of attention to these areas. Specifically, there are complaints of "cat poop all over the place," an "overwhelming" smell of ammonia, and cats scratching cars and climbing on homes. The management is accused of turning "a blind eye" to these issues and not addressing concerns "to no avail."
  • Pet Policy Enforcement: There is a perceived "total double standard and poor management of the property" regarding pet policies. While residents who clean up after their dogs face scrutiny, there's an alleged lack of enforcement for issues caused by stray or feral cats, leading to unsanitary conditions.
  • Community Management and Resident Support: Initial impressions of management might be positive, but a review states that promises of a "quiet neighborhood, well-maintained lots, responsive staff, and a clean, safe environment" were "just talk." Residents report feeling "ignored completely" when trying to address problems, with management being "dismissive" and demonstrating "zero accountability." Furthermore, serious allegations point to "unethical business practices" by "new owners" and "contracted property management," including the "evict twenty of Volusia County most vulnerable residents" who were victims of Hurricane Ian and receiving housing assistance. This raises profound concerns about the park's ethical conduct and support for its residents.

Features / Highlights

  • Potential for Quiet Living (Contradicted by some issues): While not explicitly stated as a highlight in recent reviews, some manufactured home communities are sought for their quieter residential feel. However, environmental issues like the ammonia smell could contradict this.
  • Location in Ormond Beach: The community is located in Ormond Beach, offering proximity to Florida's Atlantic coast beaches, local amenities, and regional attractions in the Daytona Beach area.
  • Individual Yard Space: Residents do get "a little bit of yard," which can be a positive feature compared to apartment living, offering some private outdoor space. However, this is significantly impacted by unaddressed pest issues.

Conclusion: Why this place is suitable for locals

When considering Pinewood Manufactured Home Community in Ormond Beach, Florida, local residents face a decision that demands extremely careful and thorough consideration due to significant, well-documented concerns. While some aspects of its location might initially appear suitable for Floridians, the severe issues raised by residents paint a starkly different picture of daily life within the park.

From a purely geographical standpoint, Pinewood's location in Ormond Beach offers certain advantages. Floridians often seek areas that provide a relaxed coastal lifestyle with accessibility to conveniences. Situated on Hand Avenue, residents would typically expect convenient access to local shops, dining, and essential services within Ormond Beach. Furthermore, the broader Daytona Beach area offers attractions like the famous beaches, the Daytona International Speedway, and various recreational and cultural venues, all within a reasonable drive. For those familiar with Volusia County, this location might seem appealing for its blend of quieter residential living and proximity to regional amenities.

However, the pervasive and deeply troubling issues highlighted in resident reviews critically undermine any potential suitability based on location alone. The recurring problem of the water being "off constantly" is a fundamental failure that profoundly impacts residents' ability to live comfortably and hygienically. This is a non-negotiable utility, and its unreliability suggests a significant operational problem that management seemingly lacks "urgency to fix."

Even more alarming are the pervasive sanitation and pest control issues. Allegations of "cat poop all over the place," including play areas, an "overwhelming" ammonia smell, and cats damaging property and climbing under homes, describe an environment that is not only unpleasant but potentially a health hazard. The perceived "double standard" in pet policy enforcement, where dog owners are scrutinized while cat-related problems are ignored, speaks to a fundamental breakdown in park management and fairness.

Perhaps the most severe concerns revolve around management's conduct and ethical practices. Claims of "unethical business practices," "misrepresentation," "illegal rental leases," and "HUD unfair housing practices and discrimination" are extremely serious and, if true, indicate a hostile and potentially illegal environment. The eviction of "twenty of Volusia County most vulnerable residents" who were Hurricane Ian victims and receiving housing assistance, after "collecting charitable public and private dollars to house these families," is an egregious accusation that should alarm any prospective resident. Such practices demonstrate a profound disregard for resident welfare and a lack of moral values, as expressed by a reviewer commending an individual staff member's "moral values" in contrast to the owners and management company.

The "tremendous" and uncapped increases in lot rent further exacerbate these issues, creating a "money pit" where residents pay more for deteriorating conditions and diminishing services. This financial burden, coupled with the alleged neglect and unethical behavior, suggests a highly unfavorable living situation.

In conclusion, while Pinewood Manufactured Home Community is geographically located in Ormond Beach, a desirable area for many Floridians, the overwhelming and severe negative feedback from residents makes it appear unsuitable for locals seeking a stable, well-managed, and healthy living environment. The allegations of constant water outages, rampant sanitation issues, disproportionate rent increases, and highly unethical management practices, including the alleged eviction of vulnerable residents, demand extreme caution. For any Floridian considering this park, it is not merely advisable but absolutely imperative to conduct exhaustive personal due diligence, including verifying all claims with local regulatory agencies, inspecting the park's current condition thoroughly, and attempting to speak with multiple current residents (if they are willing to share their experiences) before making any decisions. The provided information strongly suggests that prospective residents should "Run the other direction as fast as you can."
