For many Minnesotans, finding a place to call home that combines affordability with community spirit is a top priority. Hilltop Manufactured Home Community, nestled within the unique city of Hilltop (an enclave of Columbia Heights), offers an established option for those seeking manufactured home living in the Twin Cities metropolitan area. This article aims to provide a clear, engaging, and factual overview of Hilltop Manufactured Home Community, tailored for local users in Minnesota who are exploring their housing options.
Manufactured home communities often present a distinct lifestyle, balancing the advantages of homeownership with the benefits of a managed community. Hilltop, in particular, has a long history, as the city itself was incorporated primarily by residents of mobile home parks. This deep-rooted history contributes to a unique sense of place. While recent changes in ownership and management have brought about significant adjustments for long-term residents, as highlighted in some reviews, the core offering of accessible housing in a prime location remains.
We'll delve into the specifics of Hilltop Manufactured Home Community, including its strategic location, the services and features it provides, and important considerations for prospective residents. Our goal is to provide a comprehensive look at what it means to live in this community, acknowledging both its long-standing appeal and the challenges that residents may encounter, all from the perspective of a local Minnesotan considering their next home.
Hilltop Manufactured Home Community is strategically located at 4550 Central Ave NE # 1162, Minneapolis, MN 55421, USA. What makes this location particularly unique is that the park is situated within the city of Hilltop itself, a small incorporated city that is an enclave completely surrounded by Columbia Heights. This provides a distinct local identity while benefiting from the extensive amenities and infrastructure of the larger metropolitan area.
For Minnesotans, this address offers excellent accessibility to key areas of the Twin Cities. Central Avenue NE (Minnesota State Highway 65) serves as a main route right on the eastern edge of Hilltop, providing direct access to downtown Minneapolis and its many employment centers, cultural attractions, dining, and shopping opportunities. The proximity to Columbia Heights means residents have immediate access to local services, schools, and commercial establishments.
Public transportation is a significant advantage of this location. Metro Transit bus routes operate along Central Avenue NE, making it convenient for residents to commute without relying solely on a personal vehicle. This connectivity is vital for many, including families and individuals who prefer or need to use public transit for work, errands, or leisure activities. The blend of a self-contained community within a larger urban fabric makes Hilltop Manufactured Home Community a notable option for those prioritizing accessibility in their housing choices within the Minneapolis-St. Paul metro.
Manufactured home communities typically provide a core set of services to their residents, focusing on maintaining the community infrastructure and facilitating comfortable living. Based on general practices of such communities and available information, Hilltop Manufactured Home Community is expected to offer the following:
Lot Rentals: The fundamental service is the rental of land lots where residents place their manufactured homes. This allows individuals to own their home structure while leasing the space it occupies.
Community Management: The park has a management team responsible for overseeing the community, enforcing rules, and addressing resident concerns. While a recent review highlights significant issues with new ownership, a management presence is standard for manufactured home parks.
Infrastructure Maintenance: This includes the upkeep of common areas, internal roads, and essential utilities such as water, sewer, and potentially garbage collection. The maintenance of these shared facilities is part of the lot rent.
Utility Connections: Residents typically have access to necessary utility hookups for their homes, including electricity, water, and sewer. Specific details regarding utility billing (e.g., whether utilities are sub-metered or included in lot rent) should be confirmed directly with park management.
Enforcement of Community Rules: Like all manufactured home communities, Hilltop has a set of rules and regulations designed to ensure a consistent and harmonious living environment. This can include guidelines on vehicle parking (as noted in one review about towing for expired tabs), landscaping, and home maintenance. While enforcement can be a point of contention for residents, it is a standard service aimed at maintaining community standards.
Online Portal/Communication: Many modern communities, including those with substantial management, provide online portals for residents to make payments, submit maintenance requests, and access community information. Hilltop Mobile Village, which may be related, has a community portal for various forms and updates, suggesting similar digital access.
Hilltop Manufactured Home Community offers several features that contribute to its appeal as a residential option in the Twin Cities area:
Established Community: With a history dating back decades, Hilltop is a well-established community. This can mean mature landscaping and a sense of continuity, even with changes in ownership. One long-term resident noted being "comfortable here" for 14 years, indicating a formerly stable environment.
Proximity to Urban Amenities: Being located within the small city of Hilltop, which is surrounded by Columbia Heights, residents benefit from immediate access to urban conveniences. This includes nearby shopping centers, grocery stores, restaurants, and other essential services along Central Avenue NE.
Family-Friendly Environment: One positive review specifically highlights that the place is "excellent for families with children," suggesting amenities or a general atmosphere conducive to family living. While specific recreational facilities within the park are not detailed, many manufactured home communities offer playgrounds or common green spaces.
Diverse and Expressive Community: A long-term resident described the community as a place where they felt "able to be self-expressive and artistically explorative," suggesting a diverse and accepting environment. This can be a significant draw for individuals seeking a unique and welcoming neighborhood.
Affordable Homeownership Potential: Manufactured homes often represent a more affordable pathway to homeownership compared to traditional site-built homes in the competitive Minneapolis housing market. While lot rent is a continuous cost, the overall investment in a manufactured home can be significantly less than a conventional house.
Strategic Location within Anoka County: The community's placement in Anoka County offers its own set of regional benefits, from local parks to other county-level services, while still being closely tied to the Hennepin County amenities of Minneapolis.
Information on specific, ongoing promotions or special offers directly from Hilltop Manufactured Home Community is not widely publicized in readily available public data, beyond general real estate listings that might include homes for sale within the community. Given the nature of manufactured home sales and lot rentals, promotions can vary and are often tied to specific home models or financing options from the management or affiliated dealers.
For prospective residents in Minnesota, it is always recommended to:
Contact the Park Directly: The best way to learn about any current promotions on lot rent, new home purchases, or move-in incentives is to call Hilltop Manufactured Home Community directly. They will have the most up-to-date information.
Check with Manufactured Home Dealers: Sometimes, promotions are offered by the manufactured home dealers who sell homes located in the park, rather than directly by the park management. Inquiring with local dealers who work with Hilltop can also be fruitful.
Potential residents should be prepared to ask specific questions about all costs involved, including lot rent, utility fees, and any promotional terms, to ensure a complete understanding of the financial commitment.

Hilltop Manufactured Home Community Reviews
New owners absolutely suck and have no empathy for any humans. Haven’t even been managing for long enough yet but raised the rent $250.00 also the moment you sign your lease they will tow your car less than 24 hours later! Even for something petty like expired tabs. Honestly they have made my life a living hell. I’ve been living here since 2010 and was so comfortable here so it really sucks that they are forcing people out with their ridiculous business practices. DO NOT MOVE HERE! It is absolutely not worth it. They had the nerve to put up signs by the entrance that say “welcome home” LOL this is far from home anymore. I wish the worst for every employee and owner involved from the bottom of my heart. Now I have to spend the money for my daughter’s birthday month on extra rent cost and a towed car. Thanks so much !!
Feb 15, 2025 · L LThis place is highly recommended for newcomers to the area and the metro area, excellent for families with children and neighbors are friendly maybe too friendly? LOL yes at first I was leery of expressing myself here as I come from a very colorful art scene in Minneapolis yet over the course of 14 years I find myself not eager to leave as this is the place I have especially been able to be self-expressive and artistically explorative and I have been truly inspired...
