Evergreen Park Introduce
For New York residents in search of accessible and community-oriented housing, manufactured home parks continue to be a significant option, particularly in areas like Watertown. Evergreen Park, located on Leray Street, is one such community that offers spaces for manufactured homes, providing a distinct living arrangement where residents typically own their home while leasing the land beneath it. This model can be an attractive choice for those seeking a more affordable pathway to homeownership or a simpler lifestyle compared to traditional single-family residences.
Watertown, a city situated in Northern New York, offers a mix of urban amenities and proximity to natural attractions, making it a desirable location for many New Yorkers. Within this context, manufactured home parks like Evergreen Park contribute to the diverse housing landscape. However, as with any residential community, understanding the specific operational policies, maintenance practices, and the overall resident experience is paramount for prospective homeowners.
This article aims to provide a factual and informative overview of Evergreen Park, drawing upon its known location and critical insights from public reviews regarding its management and policies. We will delve into what services are typically offered, key features of the community, and important considerations that New York locals should be aware of, especially concerning pet policies, including those for Emotional Support Animals (ESAs) and service animals. Our goal is to equip you with a comprehensive understanding to help you make an informed decision about living in Evergreen Park or similar communities in New York.
Evergreen Park is located at 933 Leray Street, Watertown, NY 13601, USA. This address places the manufactured home park within the city of Watertown, a central and accessible hub in Jefferson County, New York. Leray Street is a known thoroughfare within Watertown, suggesting good connectivity for residents to various essential services and amenities.
Residents of Evergreen Park can benefit from the convenient access to Watertown's numerous offerings. The city provides a wide array of shopping options, from major grocery stores to diverse retail establishments, catering to daily needs and more extensive shopping trips. Dining experiences, healthcare facilities, and banking services are all generally within a reasonable driving distance from the park, ensuring practical living.
For families with children, the park's location places it within the Watertown City School District, with various schools, including North Elementary School, Harold T. Wiley School, Case Middle School, and Watertown Senior High School, relatively nearby. This makes it a feasible choice for those seeking housing within the local school system.
Beyond immediate city conveniences, Watertown's geographical position offers access to Northern New York's attractions. The city serves as a gateway to the beautiful Thousand Islands region, providing opportunities for outdoor recreation on Lake Ontario and the St. Lawrence River. Its proximity to Fort Drum, a significant U.S. Army installation, also makes the park a consideration for military personnel and their families. Overall, the location on Leray Street ensures that residents have good accessibility to both local necessities and regional points of interest.
Manufactured home parks like Evergreen Park typically offer a fundamental set of services that are covered by the monthly lot rent. These services are designed to maintain the community's infrastructure and provide essential utilities, making the living experience convenient for residents. Based on common practices in manufactured home communities and some related public information, the general services offered at Evergreen Park would likely include:
- Lot Lease: Residents own their manufactured home but lease the land (lot) it occupies from the park owner. This monthly lot rent is the primary fee for the use of the space and access to communal services.
- Water Services: While not explicitly detailed, it's common for water services to be included in the lot rent or managed by the park with a separate charge. One listing for a home in Evergreen Park specifically states "Lot rent $399 + water," suggesting water might be an additional cost or billed separately from the base lot rent. This is an important detail for prospective residents to clarify directly.
- Sewer Services: Similarly, sewer services are often included or managed by the park. Given the mention of water, sewer is likely handled in a similar fashion. Note: One historical news report (from 2017) mentions issues with a washed-away septic system and drain lines due to flooding, indicating the park manages its own wastewater infrastructure that requires upkeep.
- Trash Removal: While not explicitly stated for Evergreen Park, trash removal services are a common amenity provided by mobile home park management for the convenience of residents.
- Road Maintenance: The park management is typically responsible for the upkeep of internal roads, including maintenance and snow removal during winter months, to ensure safe passage for residents.
- Common Area Maintenance: The general maintenance and landscaping of shared areas within the park, such as communal spaces and infrastructure, would fall under the responsibility of park management.
- Rule Enforcement: The park establishes and enforces a set of rules and regulations designed to maintain order, safety, and property standards within the community. These rules can cover various aspects from property appearance to pet policies.
Evergreen Park in Watertown, NY, as a manufactured home community, offers several features and highlights that characterize its living environment. These aspects contribute to its appeal for New York locals seeking specific housing solutions:
- Affordable Homeownership Opportunity: Manufactured homes generally present a more budget-friendly entry point into homeownership compared to traditional housing in the Watertown area. This makes Evergreen Park a potentially valuable option for those prioritizing affordability.
- Established Community: As an existing manufactured home park, Evergreen Park offers a settled environment with established infrastructure, providing a sense of community for its residents.
- Location Convenience: Situated on Leray Street, the park provides convenient access to Watertown's essential amenities, including shopping, dining, schools, and healthcare facilities, enhancing daily living for residents.
- Individual Home Features: Homes within the park can offer practical features such as two bedrooms and one bathroom, an electric stove, refrigerator, washer and dryer, and efficient heating. Some listings for homes in the park also mention features like new shingled roofs, insulated skirting, and decks, adding to the comfort and appeal of individual units.
- All-Ages Community: While some specific sections might be 55+ (as indicated by one home listing), the park generally operates as an all-ages community, potentially fostering a diverse resident base.
However, it is crucial for prospective residents to be aware of significant concerns raised in public reviews. These include issues regarding park management, specifically accusations of unprofessionalism, dishonesty, and unresponsiveness, particularly concerning pet policies and communication. One detailed review highlights a difficult experience with a park representative allegedly lying about property availability and being unhelpful regarding an Emotional Support Animal (ESA). This review explicitly states a pet policy limiting dogs to under 15 pounds, and a resistance to accepting an ESA despite legal protections.
It is imperative for New York residents to understand that under both federal (Fair Housing Act) and New York State law, housing providers generally cannot deny a reasonable accommodation for a service animal or Emotional Support Animal (ESA) for individuals with disabilities, regardless of a "no pet" or weight restriction policy, provided the animal is necessary for the individual to use and enjoy the dwelling. Denying an otherwise qualified individual with a disability the right to have an ESA or service animal is typically considered discrimination. Prospective residents with ESAs or service animals should be prepared to provide appropriate documentation (e.g., a letter from a healthcare provider) and be aware of their rights.
As a manufactured home park, Evergreen Park typically does not offer "promotions" or "special offers" in the way a retail business might. Its core offering is the leased land for manufactured homes within its community. The fundamental "value" or "special offer" for residents lies in the relative affordability of manufactured homeownership compared to traditional housing options in Watertown, NY, coupled with the included services in the lot rent.
While the park itself may not advertise specific discounts on lot fees or move-in specials, individual manufactured homes available for sale within Evergreen Park (whether pre-owned or new from a third-party dealer) might occasionally be listed with price adjustments or incentives by the sellers. Prospective buyers should consult current real estate listings for manufactured homes in the Watertown area and specifically inquire about properties within Evergreen Park to see any individual sales offers. There is no public information indicating any direct promotions from Evergreen Park management regarding lot fees or entry incentives.
While a specific phone number for Evergreen Park's management office is not readily available in the provided public data (with one review explicitly stating, "where is there a phone number? I've did some searching. And all I can find is emails for different realty companies."), the physical address is:
- Address: 933 Leray Street, Watertown, NY 13601, USA
For inquiries, prospective residents are advised to search for associated realty companies that manage properties or applications for Evergreen Park in Watertown, NY. It would be crucial to meticulously verify contact details and to be persistent in attempts to reach park management. Given the significant concerns raised in reviews about communication and the handling of applications, particularly regarding Emotional Support Animals, direct and clear communication with the park's decision-makers is paramount before any commitments are made.
Evergreen Park in Watertown, NY, presents itself as a potential housing option for New York locals seeking an affordable entry into homeownership within a manufactured home community. Its location on Leray Street offers practical convenience, providing residents with relatively easy access to Watertown's essential amenities, including shopping, healthcare, and educational facilities. This geographic advantage makes daily life manageable and efficient, which is a key consideration for many.
The core suitability of Evergreen Park lies in its potential to offer a more budget-friendly path to owning a home in a desired area, especially when compared to the higher costs of traditional housing in New York. For individuals and families who prioritize affordability and a sense of community, and who are comfortable with the unique dynamics of manufactured home park living, Evergreen Park could be a relevant choice.
However, it is critically important for prospective residents to be fully aware of and prepared for potential challenges highlighted by existing reviews, particularly concerning park management's communication, professionalism, and adherence to housing laws regarding Emotional Support Animals and service animals. New York State has strong protections for manufactured home park tenants and individuals with disabilities. Therefore, thorough due diligence, including verifying all current park rules, understanding their rights, and carefully evaluating the management's responsiveness and policies, is absolutely essential. For New York locals who are diligent in their research and communication, and who value the affordability and community aspect of manufactured home living in Watertown, Evergreen Park could be a suitable place to consider, provided they are prepared to navigate the specific considerations raised by past resident experiences.

Evergreen Park Reviews
The owner Jack is a wonderful guy. BUT whoever that lady is working for him is not. I had been working with them on getting in the park with my 2 children, my ESA, and my cat and already had purchase plans with the man selling the trailer i just had to be approved in the park. I talked to them about getting my ESA in and wouldn't accept him. Fine. No problem. I'll get him service trained (my son is autistic). I handed in the application and called about it to have them lie to me. The lady was telling people I have multiple dogs (I do not) she tried telling me other people had applied and were better than my application and that the gentleman that was selling me the trailer was selling to someone else. She was quite snooty while I was questioning on the denial of a ESA. I didn't think they could. But I told her I'd figure out a way to be able to make it work. She was dead set on if the dog is over 15 pounds it can't be there. I said if I get him as a vested service dog they can't deny me. Lots of attitude. Lying to the owner about how many dogs I have and lying about the place being sold to another person is NOT good business. Just to be sure I don't get in. Very shady. Very unprofessional. Very unfortunate. I hope they get more help in there because this lady clearly can't operate the place on her own the whole 8 hours a week she's there. Just crazy disappointment for no reason. My home was SO excited for this move/change and for the stick up her butt to be the reason we can't is insane. Do better evergreen.
