3.0
I have been at Bellecrest Mobile Home Park since January of 2021 as a lease to own tenant and finalized my purchase of the trailer on July 2021.At that time, we had Robert as the manager and oversaw the everyday run of the park. I have to admit that I am glad to see that higher management saw and finally realized that he wasn't a good fit for the park. I saw alot of things being neglected and overlooked and now as of February 2025, I am slowly seeing improvements of the park. I have to also say their is always room for improvement and room for growth.I truly don't understand the 6 month rent hike and even adding a $15.00 trash fee knowing free and clear that the dumpsters we have don't amount to that much a month. As a tenant of land lot, I am responsible for lawn care and all upkeep of my own trailer. As a recipient of SSDI, I can not afford $70 a month to hire lawn service during the summer months.I have lived in the same spot since January 2021, and in the last two years my health has declined making it very difficult to get in and out of my hom and in March 26, 2024 I broke my ankle and foot. The current manager has made it known to me on various occasions that she sees me struggling walking up and down the steps that goes to the front or back door. She has even mentioned she has observed my daughter loading and unloading my motorized wheelchair in and out of my home to use to get around. On the contrary, I have recieved two violations for parking on the grass even after notifying why I am parking on the grass close the the stairs so I can have access to my car to pick up my minor child from afternoon/after-school practice. She informed me that I needed to email her to the reason why I am parking at the back door on the grass. Mind you, I notice several other tenants with 3 or 4 or 5 cars and having to use the grass to park their cars or vehicles.I have noticed a trend that some tenants have to follow rules while others get away not having to have the rules enforced.I also experienced the new manager telling me after a company meeting with tenants that the uppermanagement approved for me to get a wheelchair ramp built and even after the manager telling me over the phone and even posting on Facebook for all my family and friends to see that Bellcrest Mobile home park was getting me a wheelchair ramp built. You know that was almost 5 months ago that the empty remark was made.I also tried on many occasions, tried to get updates of when the work was going to begin and their was always an excuse that followed or a delay was explained. You know on February 2025, I called for a more updated excuse to maybe when or if the ramp was going to be built and I was told that project was set aside and she was working on something else now and to my dismay...I asked why my project was being set aside and I was told that I am responsible for my own accommodations. Please try to help me make this make sense. I am in a wheelchair full-time and can't get in and out of my home. I am taking a chance of falling everything I am going up and down the steps on a broken foot and ankle. - Jo Qa

Introduction / Overview

Bellecrest Mobile Home Village, located at 63 Sullivan Kilrain Rd, Hattiesburg, MS 39402, USA, operates as a mobile home park providing lots for manufactured homes. It caters to individuals and families seeking long-term residency within a community setting. Customer feedback indicates that residents are often lease-to-own tenants who eventually purchase their homes, suggesting a pathway to homeownership within the park.

The park's history, as revealed by a detailed resident review, includes a recent change in management. The reviewer, who has been at Bellecrest since January 2021 and finalized their home purchase in July 2021, noted a period of neglect under a previous manager, Robert. However, as of February 2025, the resident observed "slowly seeing improvements of the park," indicating a positive shift in overall maintenance and management oversight by "higher management." This suggests an ongoing effort to enhance the living environment at Bellecrest Mobile Home Village.

Despite these perceived improvements, the reviews also highlight significant areas of concern under the current management. Issues mentioned include a "6 month rent hike" and a new "$15.00 trash fee" which residents question given the capacity of existing dumpsters. More critically, the reviews detail inconsistencies in rule enforcement and significant unfulfilled promises regarding property accommodations, specifically a wheelchair ramp for a resident with mobility challenges.

These experiences paint a picture of a community in transition. While Bellecrest Mobile Home Village is working towards improvement, challenges related to communication, rule consistency, and resident support, particularly concerning accessibility, are evident. This overview emphasizes that while the park provides a framework for mobile home living, potential residents should be aware of these dynamics and engage directly with management to understand current policies and conditions.

Location and Accessibility

Bellecrest Mobile Home Village is situated at 63 Sullivan Kilrain Rd, Hattiesburg, MS 39402, USA. This address places the park within the Hattiesburg area, a key city in Forrest County, Mississippi. Sullivan Kilrain Road is a local thoroughfare, suggesting the park is nestled within a residential or suburban part of Hattiesburg, likely offering a quieter setting away from the busiest commercial arteries.

Hattiesburg, often referred to as "The Hub City," is strategically located at the intersection of several major highways, including U.S. Routes 49, 98, and 11, and Interstate 59. This robust road network provides residents of Bellecrest Mobile Home Village with convenient access to various parts of the city and the broader region. Commuting to employment centers, educational institutions like the University of Southern Mississippi, and healthcare facilities such as Forrest General Hospital is generally straightforward.

Within Hattiesburg, residents have access to a wide array of amenities. This includes numerous grocery stores, diverse dining options, retail shopping centers, and recreational opportunities. While the park itself may offer a more secluded feel on Sullivan Kilrain Road, the vibrant resources of Hattiesburg are just a short drive away. For local users in Mississippi, this balance between a potentially peaceful residential environment and easy access to urban conveniences is often a significant factor in choosing a home.

The location also offers a degree of connectivity for regional travel. Hattiesburg is roughly an hour's drive from the Mississippi Gulf Coast and approximately 1.5 hours from New Orleans, Louisiana, making it a convenient base for exploring other parts of the Deep South.

Services Offered

As a mobile home park, Bellecrest Mobile Home Village is expected to provide essential services to its residents for stable manufactured home living. While comprehensive official details are not extensively provided in the reviews, based on typical mobile home park operations and the resident's feedback, the services offered likely include:

  • Lot Rental and Lease-to-Own Options: The park primarily offers the rental of land lots for manufactured homes. A key service highlighted is the "lease to own" program, which allows tenants to eventually purchase their mobile homes, transitioning from tenant to homeowner within the park.
  • Utility Hookups: Each mobile home lot is presumed to be equipped with the necessary connections for essential utilities, including electricity, water, and sewer. Residents are typically responsible for setting up and paying for their individual utility consumption, though a new "$15.00 trash fee" was mentioned as an added charge.
  • Park Management: There is an on-site management presence overseeing the daily operations of the park. Reviews indicate a change in management, with a new manager currently in place, responsible for enforcing rules, addressing resident concerns, and coordinating maintenance.
  • Common Area Maintenance: While a resident mentioned being "responsible for lawn care and all upkeep of my own trailer," the park management is typically responsible for the maintenance of common areas, such as internal roads. However, reviews indicate concerns about the condition of "these roads" with "holes" that "have not even been touched," suggesting a need for improvement in this area.
  • Trash Services: A trash service is provided, as evidenced by the new "$15.00 trash fee" and the mention of "dumpsters we have."
  • Rule Enforcement (with noted inconsistencies): Management is actively enforcing park rules, such as those regarding parking. However, a significant concern raised by residents is the "trend that some tenants have to follow rules while others get away not having to have the rules enforced," indicating a need for more consistent application across the community.

It's important for prospective residents to understand that while these services are intended to support a comfortable living environment, the quality and consistency of their delivery, particularly regarding maintenance and rule enforcement, appear to be areas of ongoing development based on recent resident feedback.

Features / Highlights

Bellecrest Mobile Home Village exhibits several features and highlights, both positive and those indicating areas for improvement, based on resident feedback:

  • Pathway to Homeownership: A notable feature is the "lease to own" program, which provides a valuable opportunity for residents to transition from renting a lot to owning their manufactured home within the park. This can be a significant benefit for individuals and families looking for an accessible entry into homeownership.
  • Location in Hattiesburg: The park's location in Hattiesburg, MS, is a key highlight, offering residents access to a comprehensive range of urban amenities, employment, education, and healthcare within a major Mississippi city.
  • Signs of Improvement Under New Management: While there are criticisms, one long-term resident notes "slowly seeing improvements of the park" as of February 2025, following a change in management. This suggests a positive trajectory and efforts by higher management to address past neglect.
  • Established Community: With residents having lived in the park for "over 20 years," Bellecrest Mobile Home Village is an established community, suggesting long-term stability for some residents.

However, the reviews also bring to light several critical areas that prospective residents should be aware of:

  • Inconsistent Rule Enforcement: A significant concern is the perceived "trend that some tenants have to follow rules while others get away not having to have the rules enforced." This can lead to frustration and a sense of unfairness among residents.
  • Unfulfilled Promises for Accommodations: A distressing highlight is the apparent failure to provide a promised wheelchair ramp for a resident with a disability. Despite verbal assurances and public announcements, the project was "set aside," with the resident ultimately told they are "responsible for my own accommodations." This raises serious concerns about support for residents with disabilities and the reliability of management's commitments. It's important to note that, in Mississippi, individuals with disabilities are protected under the Americans with Disabilities Act (ADA) and the Fair Housing Act, which prohibit discrimination based on disability and require reasonable accommodations. Approximately 37.9% of adults in Mississippi reported having at least one disability in 2022, highlighting the importance of accessibility and support in housing.
  • Road Conditions and Maintenance Concerns: Residents report that "these roads are in the worst shape I have ever seen," with "holes" causing vehicle damage. There are accusations that management has not adequately addressed these issues, attempting only "poorly tried to fill some of the holes with asphalt."
  • Rent Increases and New Fees: The "6 month rent hike and even adding a $15.00 trash fee" are sources of frustration for residents, particularly those on fixed incomes. Mississippi's median household income in 2023 was approximately $54,200, while Hattiesburg's median household income was about $44,140, making rent increases a significant concern for many residents in the area.
  • Allegations of Unprofessionalism and Racism: One review includes serious accusations of the new manager having an "unprofessional relationship" and being "racist," based on observations of disparate rule enforcement and alleged financial impropriety. Hattiesburg's population in 2023 was approximately 48,500, with a racial composition of 51.1% Black or African American (Non-Hispanic) and 38.8% White (Non-Hispanic). While these are serious allegations from a single source, they highlight a need for due diligence from potential residents.

These features illustrate a park with some structural advantages but significant challenges in management and resident relations that should be carefully considered.

Conclusion: Why this place is suitable for locals

For locals in Mississippi, particularly within the Hattiesburg area, Bellecrest Mobile Home Village presents a housing option with both inherent advantages and notable considerations. Its suitability depends heavily on an individual's priorities and their willingness to engage with the park's dynamic environment.

From a foundational perspective, Bellecrest offers the core benefit of mobile home park living: an often more affordable path to stable housing or even homeownership through its lease-to-own program. For many Mississippians seeking alternatives to the conventional housing market, this financial accessibility can be a significant draw. The park's location on Sullivan Kilrain Road in Hattiesburg provides a convenient balance between a potentially quieter residential setting and easy access to the city's robust amenities. Hattiesburg, as "The Hub City," offers abundant opportunities for employment, education, healthcare, and leisure, which are all within reasonable reach for residents.

The reported "slowly seeing improvements" in the park under new management offers a glimmer of positive change, suggesting that higher management is responsive to past issues. For locals who prioritize a community that is actively working towards betterment, even if gradually, this could be a compelling factor. An established community, as evidenced by long-term residents, also provides a sense of rootedness for those seeking a stable and potentially lasting home.

However, prospective residents must be fully aware of the challenges highlighted in recent reviews. Concerns regarding inconsistent rule enforcement, particularly the serious allegations surrounding unfulfilled promises for a wheelchair ramp and allegations of racism, are significant. For a resident with mobility issues, like the one described, the lack of timely and promised accommodations represents a substantial hurdle to comfortable and safe living. Road conditions and rent increases are also areas that could impact the daily lives and financial well-being of residents.

Therefore, Bellecrest Mobile Home Village is most suitable for locals who are actively seeking the benefits of affordable mobile home living in Hattiesburg and are prepared to conduct thorough due diligence. This includes direct communication with management to clarify policies, particularly concerning rent, maintenance, and accommodations for individuals with disabilities, and a personal visit to assess the current conditions and community atmosphere. For those who prioritize affordability and an established location, and are proactive in their engagement with park management, Bellecrest Mobile Home Village can indeed serve as a suitable home in Mississippi.
