This overview will delve into available public information and resident feedback to provide a factual and balanced perspective on what to expect from this Pensacola community.
Pensacola, a vibrant city known for its beautiful Gulf Coast beaches, rich history, and growing economy, offers diverse living environments. Mobile home parks like 99 Oaks represent a segment of this housing market, often appealing to those seeking a potentially more affordable alternative to traditional homeownership. However, it's important for any prospective resident to thoroughly research and consider all aspects of a community before committing. Recent public sentiment surrounding 99 Oaks has presented a mixed picture, with some very strong criticisms alongside a singular positive experience. This article will aim to present these varied perspectives to offer a comprehensive understanding.
While a positive review highlights cleanliness and professional management interactions, several other recent accounts detail significant concerns regarding utility issues, park management practices, and resident turnover. This divergence in experiences suggests that conditions and satisfaction levels may vary, or that there have been significant changes within the park over time, including recent sales or financier changes. For anyone considering 99 Oaks, a direct and thorough investigation beyond online reviews, including discussions with current residents if possible, would be highly advisable to ascertain the current living conditions and management approach.
Location and Accessibility
99 Oaks Mobile Home Park is situated at 8521 Fowler Ave, Pensacola, FL 32534, USA. This address places the park within Pensacola, a city known for its coastal charm and various amenities. Fowler Avenue provides a route for residents to access surrounding areas and necessary services.
The park's location on Fowler Avenue offers some degree of accessibility to local points of interest. Proximity to major roads is generally a key factor for mobile home park residents, allowing for convenient travel for work, errands, and leisure activities. While specific travel times to all points of interest may vary, being within Pensacola suggests residents could access various shopping centers, grocery stores, and essential services that cater to daily needs. Medical facilities are typically available within a reasonable driving distance in the greater Pensacola area, which is an important consideration for all residents.
Beyond daily necessities, Pensacola offers numerous attractions. Depending on the exact location within the city, residents might have access to the beautiful Gulf Coast beaches, historic downtown Pensacola, and various recreational opportunities like parks and cultural venues. It is important for potential residents to personally assess the commute times to their specific places of interest, such as their workplace, schools, or frequently visited leisure spots, from 8521 Fowler Ave. The immediate area around the park may offer local conveniences, but the overall accessibility will depend on an individual's specific needs and travel patterns within the Pensacola region.
Services Offered
- Mobile Home Lot Rentals: 99 Oaks primarily offers lots for the placement of mobile homes. Prospective residents would typically own their mobile home and lease the ground it occupies.
- Utility Hookups: Standard utility hookups for mobile home lots typically include water, sewer, and electrical connections. However, recent reviews highlight significant and recurring issues with electrical service, suggesting that the reliability of these essential utilities may be a concern. It's also noted that water and septic systems at 99 Oaks were previously indicated as being paid for by the park and included in rent, but current reliability is a point of contention.
- Property Management: The park has management responsible for overseeing operations. While one review speaks positively about an individual manager (Fran), other recent feedback strongly criticizes management practices, alleging issues such as illegal entry, harassment, lack of proper licensing for repairs, and failure to provide essential services despite payment.
- Maintenance of Common Areas: While specific details on common area maintenance beyond cleanliness are not extensively available from recent public data, a positive review did mention the cleanliness of the park. However, allegations of code enforcement violations suggest inconsistencies in overall property maintenance.
Features / Highlights
- Established Mobile Home Park: 99 Oaks has been an existing mobile home park in Pensacola, indicating a long-standing presence in the community. Property records suggest the main building was built in 1995, and the park was appraised in March 2024.
- Individual Manager Praised (Fransetta Blankenship Robinson/Fran): One positive review specifically highlights a manager named Fran (Fransetta Blankenship Robinson) as "very sweet," "professional, polite and discreet," and seeming to have the "respect of the residents." This suggests that, at least from one resident's perspective, there were positive individual interactions.
- Cleanliness Noted in One Review: A single positive review in July (exact year not specified, but likely distinct from the recent negative experiences) noted being "very impressed with the cleanliness of the park."
- Proximity to University and Naval Base: While not explicitly stated in recent reviews, older public records indicate the property is located "minutes from U.W.F. , Navy Federal," and area restaurants and retail, with quick access to I-10. This could be a convenience for some residents.
- Mature Trees: Older public records mention an "attractive park like setting with beautiful, heritage oaks throughout," suggesting a naturally appealing environment.
- Significant Alleged Issues: Numerous recent reviews highlight major negative features, including persistent power outages and electrical problems (even after attempted repairs), frequent lot switching for RVs, alleged illegal demands and threats by management (including a "five day notice" for mobile homes), harassment of residents, and a high turnover rate.
- Unlicensed Electrical Work Allegations: Reviews specifically allege that individuals not licensed as electricians were attempting to repair electrical boxes, raising significant safety concerns.
- Code Enforcement Violations: Multiple recent reports from residents mention the involvement of code enforcement, suggesting ongoing violations of local regulations.

Conclusion: Why this place is suitable for locals
When considering 99 Oaks Mobile Home Park, local Floridians, particularly those in the Pensacola area, should approach with a comprehensive understanding of its current reported state. Historically, mobile home parks can offer a more affordable housing solution compared to traditional stick-built homes, a factor that might initially appeal to those seeking value in the Florida market. The park's established presence on Fowler Ave does place it within Pensacola, suggesting access to various city amenities, including retail, dining, and potentially proximity to educational institutions like UWF and major employers like Navy Federal. The presence of mature oak trees could also contribute to a pleasant aesthetic for those who value green spaces.
However, based on significant and detailed recent resident reviews, it is crucial for any local considering 99 Oaks to exercise extreme caution and perform thorough due diligence. The numerous allegations of persistent and critical issues, particularly concerning electrical reliability, alleged harassment, lack of proper licensing for repairs, and high resident turnover, present serious concerns about the safety, habitability, and management integrity of the park. While one positive review highlights individual management interactions and cleanliness, it is heavily outweighed by the volume and severity of negative experiences, which include claims of "SLUMLORD PARK" conditions and "code enforcement violations galore."
For Floridians seeking a stable, safe, and reliable long-term living environment, the current public information about 99 Oaks Mobile Home Park indicates a significant risk. The reported issues with essential utilities, alleged illegal practices by management, and the potential for a hostile living environment, including claims of bullying and harassment, suggest that this park may not currently meet the standards expected for a comfortable and secure home. While the idea of affordable living in Pensacola is attractive, potential residents are strongly advised to independently verify all aspects of the park's current conditions, management practices, and any ongoing legal disputes or code enforcement actions before making any commitment. Direct visits, and ideally, speaking with current residents in person, would be vital steps to ascertain if the park aligns with one's expectations for a suitable and respectful living community in Florida.

99 Oaks Reviews
MOVED IN FEBRUARY 1ST 2024 MOVED OUT FEBRUARY 15TH! WILL BE SUING THEM FOR RETURN OF ALL MY MONIES. THEY SWITCHED ME TO 3 DIFFERENT RV LOTS IN THE PARK. COLDEST WEEK OF THE YEAR, NO POWER. HAD TO TAKE MY CAMPER TO CARPENTERS CAMPERS AND HAVE IT PUT IN WRITING THAT THE ELECTRIC ISSUE DOES NOT BELONG TO MY CAMPER. THEY ALSO TOLD ME I HAD TO PAY THEM 555 $ for the repairs done ON THEIR box which is against the law. Valentines day they called the police to try and have me removed from the property even though I PAID IN FULL FOR BOTH ELECTRIC AND RENT! They also had several people come out to fix the boxes that are NOT LICENSED ELECTRICIANS. ALSO FOUND OUT THEY JUST SOLD THE PARK....leading me to believe this whole situation was done intentionally. I am in the process if suing them for damages. Also be advised, at least 5 other tenants have moved out since I've left. Wondering if they all had these same issues. The last day I was there after code enforcement came out and spoke to me my next door neighbor who was paid in full had no electricity either and they moved out the SAME DAY I DID DUE TO NO POWER!!!! SLUMLORD PARK....BE ADVISED ⚠️!!!!!!!UpDATE ! THEY HAVE REPAIRED THE NUETRAL UNDERGROUND (lol) incorrectly AGAIN as their new tenant moved onto the SAME LOT 10A and within several hours had MOVED TO ANOTHER LOT AGAIN. HENCE MAKING MY COURT CASE A LOT EASIER TO WIN! SPOKE WITH A NEIGHBOR IN THE PARK WHOS BEEN THREATENED WITH A FIVE DAY NOTICE AND AFTER THEY BANGED ON HIS DOOR (TOTALLY ILLEGAL/PEACEFUL TENANCY IS A RIGHT!) AND DEMANDED SOMETHING THEY DONT DEMAMD FROM EVERYONE THREATENING FOR THEM TO HAVE TO MOVE A M O B I L E HOME, NOT AN RV IN 5 DAYS.....STAY AWAY!!!!NEW FINANCIER AS WELL. POWER ISSUES GALORE AND SO MANY CODE ENFORCEMENT VIOLATIONS!I would also like to add it has been since February 15th since I have moved out of 99 oaks RV park and whenever I find her posting about RV parks I write my experience with them. I wanted to make you aware of the fact that this woman FRANSETTA BLANKENSHIP ROBINSON is now harassing me she's gone on my business page and is posting pictures and saying untrue dishonest things and slandering me so not only do you have to worry about not getting your money back but you've got to be worried about bullying and harassment.
Aug 12, 2024 · Dana SpencerI visited this park in July and I was very impressed with the cleanliness of the park. Fran is a very sweet person and she seems to have the respect of the residents that live in the RV part. Watching her interact with one resident who walked in while I was there and said he needed to talk about his payment, she was very professional, polite and discreet while assisting this young man. I would definitely feel safe living there.
