Kathy constantly lies posted on next door and a lot of people are coming forward with the same issues. They don't take care of the trees and keep raising rent with no improvement or even holding their end of the lease. District never called called back for a property issues we have with her taking the owner of the home off the lease then after adding her back on in January is trying to collect from prior to when we lived here. It's to the point where we have legal involvement for a lawsuit against the park. Avoid it at all cost and if any one else had issues similar please reach out we would be happy to get statements or see if we can get you added the the suit. - Gabrielle Major

Location and Accessibility

The Village At Heron Falls is strategically located at 17143 4th Section Rd, Holley, NY 14470, USA. This address places the manufactured home community in a serene and picturesque rural setting within Orleans County, Western New York. For New Yorkers looking for a quieter lifestyle away from the hustle and bustle, this location offers an appealing blend of natural beauty and accessibility to local amenities.

Holley is a charming village known for its historic Erie Canal infrastructure and a strong sense of small-town community. Residents of The Village At Heron Falls can enjoy the tranquility of their immediate surroundings while still being within reasonable driving distance to essential services and local attractions. The village center of Holley, with its local shops, services, and community gathering spots, is typically just a short drive away, ensuring that daily necessities are easily met.

For broader access and expanded opportunities, Holley's location in Orleans County provides convenient routes to larger towns and cities in Western New York. Batavia, Brockport, Albion, and Medina are all within a manageable driving distance, offering additional options for shopping, dining, entertainment, and employment. Rochester, a larger metropolitan area with more extensive amenities, is also accessible, typically within a 45-minute to an hour's drive, depending on traffic.

The rural setting means residents can often enjoy open spaces and the natural beauty characteristic of this part of New York. While specific public transportation details for the immediate area around the park are not widely publicized, most residents in this region typically rely on personal vehicles for transportation. The "4th Section Rd" address suggests direct road access, facilitating ease of movement.

It is important to note a resident review that mentions issues with internal roads: "The roads do not drain water properly. Asphalt is turning into gravel." This suggests that while the external location is convenient, the internal road infrastructure within the park may require attention, which is a practical consideration for daily commuting within the community. Overall, The Village At Heron Falls offers a peaceful, rural setting with a good balance of accessibility to local services and regional centers, appealing to New Yorkers who value a quieter, community-focused lifestyle.

Services Offered

The services offered at The Village At Heron Falls are those typically expected from a manufactured home community, primarily centered around lot leasing and basic infrastructure. However, recent resident feedback highlights significant concerns regarding the quality and consistency of these services.

  • Lot Leasing: The primary service is the lease of individual home sites. Residents own their manufactured homes and pay a monthly lot rent to The Village At Heron Falls management. This covers the use of the land and access to the community's infrastructure.
  • Utility Access: The park provides the necessary hookups for essential utilities to each home site. This typically includes connections for water, sewer, and electricity. Residents are then responsible for their individual utility bills.
  • Community Management: The park is managed, and a key point of contention in resident reviews revolves around the management team, specifically mentioning "Kathy." Residents report "Kathy constantly lies" and issues with management not holding their "end of the lease." There are serious allegations of unresponsiveness from "District" regarding property issues and attempts to collect rent from periods prior to residency after lease changes. This indicates significant dissatisfaction with management's communication, honesty, and adherence to lease agreements.
  • Road Maintenance: The management is responsible for maintaining the internal roads within the park. However, a significant concern raised by a resident is that "The roads do not drain water properly. Asphalt is turning into gravel." This suggests ongoing issues with road quality and drainage, directly impacting the daily lives of residents.
  • Tree Care: Residents have explicitly stated that the management "don't take care of the trees." This can lead to safety concerns (e.g., falling branches), aesthetic degradation, and potentially impact individual home sites.
  • (Reported) Lack of Improvement Despite Rent Increases: A major complaint is that management keeps "raising rent with no improvement or even holding their end of the lease." This implies that the cost of living in the park is increasing without a corresponding improvement in services or infrastructure, leading to resident frustration and legal action.
  • Pump House Maintenance/Noise/Smell: A specific issue highlighted is that "The noise and smell from the pump house is unbearable." This points to a significant quality-of-life issue for residents located near this facility, suggesting a lack of proper maintenance or mitigation of its impact.

Given these serious and consistent negative reviews regarding management, maintenance, and adherence to lease agreements, prospective New York residents are strongly cautioned to undertake extensive due diligence. It is imperative to directly address these reported issues with management, seek legal counsel if necessary regarding lease terms, and ideally, speak with current residents to understand the true extent of these service-related challenges.

Features / Highlights

The Village At Heron Falls, located in Holley, NY, presents itself as a manufactured home community. While such communities typically offer certain advantages, it's crucial to present both the inherent features of this type of living and the specific highlights and significant concerns raised by residents.

  • Affordable Homeownership Opportunity: One of the core features of manufactured home communities is the potential for more affordable homeownership compared to traditional stick-built homes in New York. This can be a significant draw for individuals and families looking to achieve homeownership at a lower price point and a more manageable cost of living.
  • Rural, Peaceful Setting: The park's location in Holley provides a quiet and serene environment, away from the constant noise and traffic of urban centers. This appeals to New Yorkers seeking a more relaxed pace of life, surrounded by the natural beauty of Orleans County.
  • Proximity to Holley Village: Residents benefit from being within a short drive of Holley's village center. This provides access to local shops, services, and a sense of small-town community, ensuring daily needs can be met conveniently.
  • Access to Western New York Region: The location allows for reasonable access to larger towns and cities in Western New York, such as Batavia, Brockport, and even Rochester, offering broader opportunities for employment, specialized services, and entertainment.

However, it is critically important to acknowledge and highlight the significant concerns raised by current residents, as these directly impact the quality of life and reflect on the community's management:

  • Management Issues (Reported Lies, Unresponsiveness): A major and consistent highlight of negative feedback revolves around the park management. Residents report "constant lies," unresponsiveness to property issues, and a general failure to uphold their "end of the lease." This poses a severe risk to residents' peace of mind and property rights.
  • Poor Infrastructure Maintenance (Roads, Trees, Pump House): Residents explicitly detail issues with the park's physical infrastructure. The roads are described as having poor drainage and asphalt turning into gravel, indicating a lack of proper maintenance. The lack of tree care is also noted, which can be a safety concern. Furthermore, the "unbearable noise and smell from the pump house" points to a significant, unaddressed environmental nuisance impacting residents.
  • Rent Increases Without Improvement: A recurring complaint is that rent is constantly being raised "with no improvement" in the park's condition or services. This suggests a perceived lack of value for the increasing cost of living and contributes to resident dissatisfaction.
  • Legal Disputes and Lawsuit: The most severe highlight is the report of "legal involvement for a lawsuit against the park," with an invitation for other residents to join. This indicates a high level of dissatisfaction and a breakdown in the relationship between residents and park management, which is a major red flag for prospective tenants.

While the inherent concept of manufactured home living offers affordability and a rural setting, the highly critical feedback from current residents regarding management, maintenance, and perceived unfair practices overshadows potential positive features. Any New Yorker considering The Village At Heron Falls must thoroughly investigate these serious concerns before making a commitment.

Promotions or Special Offers

Based on publicly available information, there are no specific, advertised promotions or special offers directly from The Village At Heron Falls or its management. Manufactured home communities typically operate on a model of long-term lot leases, and specific incentives might vary greatly depending on individual home sales within the park or general market conditions.

Given the significant and serious concerns raised by current residents, particularly regarding rent increases, alleged breaches of lease agreements, and reported legal action, it is highly unlikely that direct, attractive promotions would be a prominent feature of the park's offerings at this time. The focus, from a resident perspective, appears to be on addressing existing issues rather than offering new incentives.

However, for prospective New York residents exploring manufactured housing in general, some broad possibilities for financial assistance or offers might come from:

  • Third-Party Financing: Lenders specializing in manufactured home financing might offer various loan products or terms that make purchasing a home more accessible. These are independent of the park's direct offers.
  • Seller Incentives: If purchasing an existing home from a private seller within The Village At Heron Falls, the seller might offer price reductions or other concessions to facilitate a sale. These are negotiated directly between the buyer and seller.
  • New Home Dealer Promotions: If new manufactured homes are being brought into the park for sale by a dealer, that dealer might offer their own incentives, such as discounted pricing or bundled amenities.

It is absolutely imperative that any New Yorker considering The Village At Heron Falls prioritize thorough due diligence and obtain clear, written documentation on all financial terms, including lot rent, utility responsibilities, and any other fees. In light of the resident complaints about rent increases and legal issues, seeking independent legal counsel to review any lease agreement is strongly recommended before committing to residency. Do not rely on unverified offers; demand transparency and clear, legally binding terms.

When contacting The Village At Heron Falls, particularly in New York, where tenant rights and lease agreements are paramount, prospective residents are very strongly advised to:

  • Clearly and directly ask about the specific issues raised in recent resident reviews: This includes questions about road maintenance, tree care, the pump house noise/smell, and how management addresses resident concerns and lease agreements.
  • Request a detailed breakdown of current lot rent and all associated fees: Understand what is included and what is extra, and inquire about the history and future plans for rent increases.
  • Ask for a copy of the community's rules and regulations: Review these carefully to ensure they align with your expectations.
  • Inquire about the process for addressing maintenance requests and resident complaints.
  • If possible, try to speak with existing residents: While management will provide official information, direct conversations with current residents can offer valuable insights into the day-to-day living experience.

Given the public record of significant resident dissatisfaction and potential legal action, approaching any interaction with The Village At Heron Falls with diligence and a focus on obtaining clear, verifiable information is paramount for any New Yorker considering this community.

Conclusion: Why The Village At Heron Falls is Suitable for Locals

For New Yorkers considering manufactured home living, The Village At Heron Falls in Holley presents a complex picture. While the concept of manufactured home communities offers inherent advantages, the specific feedback from current residents highlights significant challenges that must be weighed carefully.

On the one hand, the suitability of The Village At Heron Falls for certain locals lies in its fundamental offering: a potentially more affordable path to homeownership in a peaceful, rural setting. For those seeking to escape the higher costs and faster pace of urban New York, Holley provides a tranquil environment with access to the charm of a small village. The idea of owning a home, even if leasing the land, is a significant draw for many, offering a sense of stability and personal space often hard to find at a comparable price point in other housing markets. The serene surroundings and the slower pace of life in Orleans County can be very appealing to those looking for a quiet retreat.

However, it is absolutely critical for any New Yorker to approach The Village At Heron Falls with extreme caution and thorough due diligence, primarily due to the severe and consistent negative feedback from current residents. Allegations of management "constantly lying," neglecting essential maintenance (roads, trees, pump house), raising rent without visible improvements, and even facing a lawsuit, paint a concerning picture. These issues directly impact the quality of life, the financial stability of residents, and the overall safety and enjoyment of the community.

The suitability of this community for a local New Yorker, therefore, hinges entirely on their willingness and ability to thoroughly investigate these reported problems. This includes directly questioning management about every complaint, demanding clear and written assurances regarding maintenance and lease adherence, reviewing all legal documents with independent counsel, and, if at all possible, speaking extensively with current residents outside of management's presence to gain an unfiltered perspective.

If a prospective resident is able to verify that these severe issues have been definitively resolved and that the management has demonstrably improved its practices and property maintenance, then The Village At Heron Falls could theoretically offer an affordable, quiet home in a rural New York setting. Without such verification and significant improvement in reported conditions, the risks associated with living in this community, as described by current residents, would likely outweigh the potential benefits for most New Yorkers. For any local considering this option, informed caution and comprehensive investigation are not just recommended, but essential.
