The park’s location on Pinto Circle provides a residential feel while still being within reasonable proximity to O'Fallon's extensive range of local amenities. The city of O'Fallon itself is known for its numerous parks, community events, and a generally family-friendly atmosphere. Access to the park appears straightforward via local roads, as indicated by standard navigation services.
Based on resident feedback and general understanding of mobile home parks, the following services are typically offered, though specific details at Rolling Meadows may have evolved:
- Lot Rental: Residents own their mobile homes but lease the land (lot) from the park management. This is the fundamental service provided by the park.
- Utilities Access: While individual utility hookups (water, sewer, electric) are provided to each lot, residents are typically responsible for their own utility bills, including ensuring the functionality of lines from the meter to their home's power box.
- On-Site Management: A park manager is usually available to address resident concerns, enforce park rules, and manage the day-to-day operations.
- Community Maintenance: Common areas of the park, such as roads and shared spaces, are generally maintained by the park management to ensure a clean and orderly environment.
- Community Rules and Regulations: The park establishes rules to ensure a harmonious living environment for all residents, covering aspects like property upkeep, noise levels, and pet policies. Prospective residents should obtain a clear copy of these rules before committing.
Drawing from the provided customer feedback, a few key aspects about Rolling Meadows Mobile Home Park can be highlighted:
- Established Community: The park has long-term residents, some spanning 20 years, indicating a degree of stability and an established neighborhood feel for some.

- Cleanliness (Historical Observation): Initial impressions from prospective residents have noted the park as "clean, neat, tidy." Maintaining this standard is crucial for resident satisfaction.
- Staff Interaction (Historical): Some past experiences with specific staff members, like Eddie and "Joe," were positive regarding their helpfulness in explaining park rules and availability.
It is important to note that some reviews indicate significant concerns regarding increases in lot rent and perceived decreases in amenities, specifically the removal of a pool. There are also serious allegations of mismanagement regarding utility infrastructure and tenant rights. Prospective residents should thoroughly investigate these claims and directly communicate with current management and, if possible, current residents to gain a complete and up-to-date understanding of the park's current operational standards and resident experience. Missouri tenant rights regarding mobile home parks are designed to offer protections, and understanding these rights is essential for any resident. These rights often cover notice periods for rent increases, eviction processes, and requirements for landlords to maintain premises.

May 08, 2024 · Bryce AtkinsonAfter moving out, doing everything correctly we received a notice to pay or quit. We didn't receive it until after the time frame to do or say really anything. We moved out in the middle to late December, not only did we over pay and not get that money back we have yet to receive our deposit! The park has been a joke so as long as I have lived there off and on.
